The Kankakee City Council meets at 7:00 p.m. the first and third Monday of each month in the City Council chambers on the 2nd floor of City Hall. If that day falls on a holiday, the meeting is held the following day. The first meeting of the month is proceeded by a public speak-out session at 6:30 p.m., when citizens are invited to address the council.

In order to formally address the council, an individual or group must first be placed on the Council meeting agenda. Prior approval is required for this. See the City Clerk Office in City Hall for information on such requests.

There are 7 standing committees of the Council. Committee meetings are held in City Council chambers according to the following schedule:

  Free WiFi Internet Service

The objective of the WiFi Internet service is to make Kankakee the WiFi “Hot Spot” for local users and businesses.  The second objective is to place Kankakee ahead of other cities to attract new customers, visitors and businesses to our community.  Currently we have finalized multiple hotspot access points in the downtown area, River Road Park, KCC, Ice Rink and the Water Park.  We are ready to expand our horizons throughout the community.  Currently users are able to request a free account for up to 15 hours of free Internet Service per month.  This account can be established at the WiFi Kankakee website.

  Kankakee Municipal Access Channel

 

The Kankakee Municipal Access Channel 4 is primarily broadcast throughout the City of Kankakee service area.  The rights to broadcast on Municipal Access Channel 4 have been acquired by the City of Kankakee from Comcast.  Bradley, Bourbonnais, Aroma Park and surrounding areas are being broadcast on channel 4 from Comcast directly.

Guidelines for Kankakee’s Access Channel

  • Non profit organizations in the Kankakee Area.  Admission, activities, and food must be free and open to the public.

  • Advertising of neighboring Cities, Visitors Centers, County, Libraries, or Village websites are fine. Citizens can refer to the entities website for detailed calendars and activities.

  • Community events that are an informational, related to public safety, and will benefit citizens in the City of Kankakee are welcome.

  • Posting significant events for any school in the City of Kankakee are fine as long as admission is free and open to the public.

  • Avoid posting a persons name on any of the events.  Promoting specific individuals should be avoided.

  • Never post pictures with names identifying people in the picture.

  • If a Church in the City of Kankakee has a special event, is willing to invite the public and admission is free, we can post it on the Municipal Access Channel.  Please no church service schedules, only special events.

  • Please No Business Advertisements.

  • Announcements may not contain any commercial information.

  • Announcements limited to one page only.

  • The Municipal Access Channel reserves the right to edit your announcement.

  • Announcements should list the date of your event if possible.

  Geothermal Project

 

The loop system is the heart of a geothermal system.  These loops deliver offer 300 % efficient comfort and savings for many years into the future.  Based on the survey conducted on the City of Kankakee Geothermal project the decision to implement vertical loops would be the best option.  A drilling rig us used to bor 10 holes at a depth of 200 feet.  A U-shaped coil of high density pipe, with an estimated warranty of 50 years, is inserted into the bore hole.  The holes were backfilled with a sealing solution.  Installing a geothermal loop system is like getting a 30%-70% discount on energy for the life of the building.

 The E-Waste Recycling Program has been developed and is operated under the direction of the Kankakee River metropolitan Agency Board of directors as a public service foe the residents, businesses, schools and industries located in the Kankakee Metropolitan Area and its surrounding.

  L.E.D. Upgrades

The Illinois Clean Energy Community Foundation  invests  in clean energy development and land preservation efforts, working with communities and citizens to  improve environmental quality in Illinois. The  Foundation supports programs and projects that will  improve energy efficiency, develop renewable energy  resources and preserve and enhance natural areas and  wildlife habitats throughout the state.

Thanks to this Illinois Clean Energy Community  Foundation the City of Kankakee received a grant  for $59,131.00 to upgrade 25 traffic control  intersections throughout the City of Kankakee. This  upgrade will assist the City transition from the  inefficient incandescent fixtures to energy efficient  L.E.D. fixtures throughout the City.

What is the LEED Points System?  Projects are classified on four levels bases on total points.  Basic: 26 to 32 points, Silver: 33 to 38 points, Gold: 39 to 51 points and Platinum: 52 points and above.  Currently this New Administration Building is at a level of 43 points; 2 to 3 points have not been confirmed but a level of Gold may still be maintained.

Recycling Facts!  87% of the materials removed from the New Administration building were recycled.  Many of the items implemented into the new building were provided by recycled material suppliers.  Sustainable irrigation, energy efficiency, and indoor environmental quality and the use of recycled materials are key factors implemented into the building design.

What is Teen Court?

Teen Court is an alternative to a traditional juvenile court.  Proceedings are for first time non-violent offenders.  This program is based on the premise that young people respond positively to the influences of their peers.

Why Teen Court?

Teen Court offers juveniles the option of participating in a diversion program that uses peer pressure and early intervention as its main tools in preventing recidivism.  As an alternative to traditional Court programs, Teen Court will successfully hold youth accountable and educate them on the impact their actions have on others and themselves

Benefits of Teen Court

Successful completion of Teen Court requirements within the specified time results in a clear record.  Also, the youth becomes acquainted with the judicial system and experiences the satisfaction of contributing to the community.

How Teen Court Works

Teen Court referrals are made by the local police agencies after reviewing the police and probation reports, and the defendant's request and an agreement to take part in Teen Court proceedings.  Each defendant appears in court with his/her parents and admits involvement with the charge.  The baliff introduces the defendant to the jurors and informs the jury of the charge.  After the prosecutor and the defense attorney each present their cases, the juvenile and parents are given a chance to speak.  The jury then deliberates and recommends a sentence.  The sentence is read and the juvenile and parents are given a  copy of the sentence.  The juvenile then has 90 days within which to complete the sentence.  Failure to complete the sentence results in the case being sent back to the arresting police department and may be brought into the judicial system.

Successful completion of Teen Court requirements within the specified time results in dismissal of the case and a clear record.

BEHAVIOR CODE

Teen Court prohibits chewing gum, use of tobacco, use of obscene language, and food or drink while on court property.  Cell phones and pagers are not allowed in the court house.

DRESS CODE

Court is a formal, serious place demanding respect.  The following dress code will be observed by all participants.

  • NO GANG COLORS/PARAPHERNALIA

  • JEANS MUST BE NEAT AND CLEAN

  • SHIRTS NEATLY TUCKED IN

  • NO TANK TOPS

  • NO SHORTS

  • NO HATS

Teen Court reserves the right to refuse to hear cases from those who fail to abide by the above dress code.  Also, Teen Court will refuse jury duty to those who file to adhere to the dress code.
